Speaking of Constitutions

If a vote is held to allow a country's military to attack and occupy a country that did not attack it and 99% of the people vote to support such an attack can we say that such voters are citizens of a (democratic) republic or would a more true statement be that these voters are criminals in a continuing criminal enterprise.
