...and that reform needs to hit a number of factors: * We need to end the built-in incentives for unnecessary procedures and tests. * We need real tort reform, to stop the massive lawsuits. * We need insurance regulation to stop them from bilking the system from both ends. * We need a modern records system that doesn't have every doctor re-inventing the wheel with each patient and spending two-thirds of their time doing paperwork. The current bill doesn't do this, unfortunately.
